This week brought a cascade of headlines illustrating a growing tension in the world of artificial intelligence: AI systems are being deployed in increasingly autonomous and sensitive contexts at a pace that regulators and governance frameworks are struggling to match.


In the United Kingdom, leading banks are piloting agentic AI, artificial intelligence capable of planning, decision-making and acting with minimal human input. Meanwhile in the United States, AI-enabled children’s toys have drawn bipartisan ire from senators after tests showed they can offer unsafe advice, such as telling children where knives are located in a home.


At the same time, regulators and policymakers have delivered mixed signals on how and where AI should be overseen. State governments are moving ahead with their own rules even as federal guidance evolves on politically charged topics, highlighting a fragmented regulatory landscape.


Taken together, these developments reflect deeper questions about how societies can govern rapidly advancing AI systems with autonomy, broad reach, and real-world impact.


UK Banks Deploying “Agentic AI”

According to a Reuters report, British banks including NatWest, Lloyds and Starling are developing and trialing agentic AI systems for customer-facing uses such as budgeting, savings recommendations and automated account management. These systems go beyond traditional AI tools by planning and executing tasks with minimal human prompts. Reuters


Financial services regulators in the UK have expressed both interest and caution. Jessica Rusu, Chief Data Officer at the UK Financial Conduct Authority (FCA), told Reuters that “everyone recognises that agentic AI introduces new risks, primarily because of … the ability for something to be done at pace” as well as the autonomy and speed at which the technology can operate.


Experts warn that the proliferation of agentic systems in finance raises both governance and systemic risk concerns.


Suchitra Nair, head of Deloitte’s EMEA Centre for Regulatory Strategy, told Reuters:

These AI agents could react to identical market signals, rapidly shifting deposits or funds between accounts, dramatically accelerating the probability and pace of a bank run, for example.” Reuters

Legal and technical commentators point to a broader challenge: the frameworks that currently govern financial institutions were not designed for AI that can act autonomously across systems and decisions.



AI Toys Draw Congressional Attention

Across the Atlantic, AI has made headlines in a very different context: the toy aisle.

In a The Verge report, senior AI reporter Hayden Field detailed concerns raised by U.S. senators Marsha Blackburn (R-Tenn.) and Richard Blumenthal (D-Conn.) over AI-enabled children’s toys that, in testing, gave unsafe and inappropriate advice to children. The Verge


The senators’ letter to toy manufacturers included the following admonition:

Many of these toys are not offering interactive play, but instead are exposing children to inappropriate content, privacy risks, and manipulative engagement tactics … These aren’t theoretical worst-case scenarios; they are documented failures uncovered through real-world testing, and they must be addressed.” The Verge

Separately, industry reports have documented that these systems can engage children in adult conversations and offer step-by-step instructions on risky behaviors, raising alarms about safety guardrails and data collection practices in consumer AI.


Conflicting Signals in AI Policy


The disparate nature of this week’s AI headlines reflects a broader trend: AI governance is not keeping pace, and where it does exist, it varies significantly by jurisdiction and sector.


Earlier this month, Colorado advanced state-level AI legislation focused on transparency and protections against algorithmic discrimination, even as federal authorities in Washington have signaled discomfort with diverging rules. Meanwhile, the White House issued guidance emphasizing that AI systems procured by the federal government should avoid “woke” bias, touching off debate about values and neutrality in public sector AI use.


The result is a patchwork of approaches: regulators appear to be simultaneously encouraging innovation in some domains, tightening oversight in others, and engaging in value-based policy debates that further complicate the governance landscape.


Experts Weigh In on Governance Challenges


The developments have sparked broader discussion within the governance and risk-management community.


In academic research, new work such as AGENTSAFE, a governance framework for agentic AI systems, emphasizes that traditional AI risk models are insufficient for autonomous agents. It argues for layered controls, audit mechanisms and continuous oversight across the lifecycle of autonomous AI systems. arXiv


Industry analysts also point to structural risk considerations for agentic systems. For example, research on agentic AI highlights that these systems present unique liability, explainability and alignment concerns that existing rule-based frameworks struggle to address.
